The Center on Child and Family Policy (CCFP) created the ECE State Policy Center to help state leaders make better early care and education (ECE) policy. This new project focuses on advancing market-based solutions that improve child well-being, empower parents, and strengthen state economies.

States control the key levers that shape ECE access and quality — licensing, funding, and program standards. We built this Center to help you use those levers well.

We focus on two key goals that deliver the strongest results for families, children, and state economies:

  • Empowering Parents: Expanding access to quality ECE for lower-income working families.

  • Building the ECE Workforce: Developing the skilled, sustainable workforce that makes quality programs possible.
